This is a technique that I thought would fit into ShowCASe your Style
that is called Bokeh.
My colors aren't exactly the same as the picture but it has that same blurry effect,
Distress Inks watercolored and then add the white circles with white pigment ink.
I also sponged the petals and then added some swiss dotted vellum.
